Chapter 5 - The Marina Siege

The rain began to fall at 4:30 a.m., a cold, blinding downpour that slicked the wooden planks of the private international marina. Victor Hale, dressed in a dark luxury raincoat, rushed down Pier 7 flanked by three heavily armed private security guards. His face was pale, his hair plastered to his forehead as he dragged a heavy duffel bag filled with untraceable cash and bearer bonds.
"Get the twin diesels started!" Victor screamed at his yacht captain, his eyes darting frantically toward the dark shoreline. "We cast off right now! I don't care about the storm warnings or the harbor clearance!"
"I'm afraid the harbor master has revoked your maritime clearance permanently, Mr. Hale," a voice boomed through the darkness.
Suddenly, the night erupted into blinding white light. Four massive high-intensity searchlights clicked on from the roofs of the surrounding shipping warehouses, pinning Victor and his men in a stark, inescapable glare. From the shadows of the containers, dozens of tactical agents emerged, their body armor slick with rain, their rifles locked onto the targets.
"FBI! Drop your weapons and get on the ground! Do it now!"
The three private guards, recognizing the futility of engaging in a shootout with a federal tactical squad, immediately dropped their firearms and splayed themselves flat against the wet wooden pier. But Victor, completely consumed by the madness of his own crumbling ego, drew a concealed chrome revolver from his jacket and aimed it wildly at the advancing agents. "Get back! I am Victor Hale! You can't touch me! This city belongs to me!"

A single, deafening crack echoed over the sound of the crashing waves. Agent Vance’s designated marksman, positioned on a crane a hundred yards away, fired a single precision shot. The bullet struck the cylinder of Victor's revolver, shattering the weapon and breaking his wrist instantly. Victor screamed, a pathetic, high-pitched shriek as he collapsed onto his knees, clutching his bleeding arm while his revolver clattered into the dark ocean below.
Agent Vance stepped forward through the rain, his heavy boots stopping inches from Victor’s face. He clicked a pair of heavy steel handcuffs onto Victor's good wrist, hauling him roughly to his feet. "Victor Hale, you are under arrest for treason, racketeering, arms smuggling, and felony domestic assault. You have the right to remain silent. I highly suggest you use it."
