Chapter 5 - Uncovering the Truth

By Wednesday afternoon, Arthur Vance’s legal team had dismantled three layers of municipal bureaucracy and exposed a staggering web of institutional negligence within the Denver Department of Human Services.

Michael sat in his study while Arthur projected documents onto the large wall-mounted monitor.

"It’s worse than we thought, Michael," Arthur said, tapping a stylus against the screen. "When Lily’s mother, Anna, passed away from pneumonia two years ago, Lily was placed in a temporary emergency shelter. Her file was assigned to a caseworker named Marcus Vance—no relation to me, thank God—who was subsequently indicted last month for taking kickbacks to falsify placement records."

Michael’s jaw tightened. "Go on."

"According to the records, Marcus marked Lily as 'relocated to extended family in Texas' to clear her from his active caseload," Arthur continued, switching to a digital intake form. "In reality, the relatives didn't exist. Lily slipped out of the shelter during a shift change when she was five years old, terrified of being sent to an abusive foster home she’d heard older kids talking about. She lived on the streets, dodging outreach workers and child services, because the very system designed to protect her broke down."

"And nobody looked for her?" Michael asked, his voice trembling with controlled fury.

"In a city of three million people, invisible children become invisible statistics," Arthur said grimly. "The system assumed she was somewhere else, and nobody bothered to check."

Michael stood up, walking toward the window where Lily was outside in the garden with Mrs. Gable, planting marigolds in a wooden planter box. Sunlight caught her dark brown hair, and for the first time, she was smiling—a bright, carefree grin that chased away the shadows of her past.

"Not anymore," Michael said quietly. "Arthur, I want you to file emergency guardianship papers immediately. But I also want you to prepare a second set of documents."

Arthur looked up from his tablet. "What kind of documents?"

"A multi-million-dollar endowment fund dedicated to auditing every single missing foster child and runaway in the state of Colorado, funded entirely by Hartman Mining and Metals," Michael said, turning to face his lawyer. "If Emily’s legacy is going to protect children, we are going to make sure no other little girl has to sleep behind a bakery in the rain."

Arthur stared at him for a moment, then slowly a proud, approving smile spread across his face. "Emily would have been so proud of you, Michael."

"No, Arthur," Michael corrected, watching Lily laugh as she got potting soil smeared across her nose. "Emily saved us both."
