Chapter 8 - The Shadow of the Port Authority

The peace of the Rittenhouse townhome was tested three months later, when the true source of the synthetic pill line was finally exposed. It wasn't just the Albanians from the rail yard; they were being backed by a corrupt faction inside the Port Authority—men who held the custom seals and the clearance logs for the international shipping containers.

Gabriel spent forty-eight hours in the secure basement office of the Passyunk Avenue social club, his desk covered in customs declarations, bank routing files, and intercepted radio transcripts.

"It’s Director Hayes, boss," Angelo said, tossing a thick manila folder onto the desk. "He’s been taking payouts from the Balkan syndicates for two years. He’s the one who cleared the container that held the batch Marcus Miller got his hands on. He knows we’ve dismantled his street network, and he’s getting desperate. He’s called a private meeting with the federal prosecutors for Monday morning. He’s going to turn state’s evidence against the Finch family to clear his own name."

Gabriel didn't look up from the maps. His dark eyes were flat, hollowed out by the cold precision that had made him the ruler of the city’s ports. "If Hayes speaks to the feds, the grand jury will issue indictments before Friday. They’ll freeze the development accounts, they’ll lock the docks, and they’ll put a federal marshal at the gate of the Rittenhouse house."

"We can clear him out tonight, Gabriel," Angelo said, his hand resting on his jacket lining. "A short fall from the Commodore Barry Bridge. It looks like a suicide from the stress of the corruption probe."

Gabriel stood up, walking to the narrow window that looked out onto the rainy street. He thought of Sadie’s voice—You think everything can be washed with a green rag, don't you? He thought of Chloe’s hazel eyes, looking at him not with the old hatred, but with a fragile, tentative question about what kind of man her father really was.

"No," Gabriel said, his voice a low, gravelly rasp. "No more bodies, Angelo. If we put Hayes in the river, the feds will double the task force. They’ll turn the city upside down, and my daughter will spend the next five years watching the windows for snipers."

Angelo blinked, stunned by the sudden, unprecedented pivot. "Then what do we do, boss? We can't just let him hand them the keys to the kingdom."

"We don't hand them anything," Gabriel said, turning around, his face completely cold, completely resolute. "Hayes has a private safety deposit box at the Continental Trust on 4th Street. It contains the original shipping manifests with his signatures on the clearance stamps. Sadie."

"What about her, boss?"

"She handles the ledger for the Elm Street property now," Gabriel said, a faint, dangerous smile touching his lips. "She knows how to look through a book without triggering the alarm. We’re going to give the federal prosecutors Director Hayes’s signature before he ever gets to open his mouth."
