Chapter 7 - The Collapse of an Empire

The city council chamber descended into absolute, unmitigated chaos for the next twenty minutes.

Faced with live television cameras, undeniable forensic evidence, and fifty furious educators sitting in the gallery, the zoning board had no choice. Alderman Burke, desperately attempting to save his own political skin, called an immediate vote.

The vote to reject the eminent domain petition was unanimous: seven to zero.

Not only was the petition thrown out, but the board immediately voted to issue a formal twenty-year historical protection covenant over Parcel 402, granting Carter’s Corner permanent landmark status that could never be threatened by commercial development again.

As the gavel slammed down for the final time, the gallery erupted into wild cheers and applause! Teachers hugged each other, principals clapped Vincent on the back, and journalists swarmed the front of the room with microphones extended.

Melissa Grant attempted to slip out through the side exit, accompanied by her lawyer, her head down, her hands shielding her face from the flashing camera lenses.

Vincent stepped into the corridor outside the chamber, blocking her path one last time.

Melissa stopped, her body trembling with rage, tears of humiliation burning in the corners of her eyes. "You ruined me," she choked out, her voice raw and broken. "The press will destroy my brand by tonight. My board of directors will force me to resign by tomorrow morning."

"You ruined yourself, Melissa," Vincent said calmly, looking down at her without pity. "You spent years believing that money gave you the right to crush people who couldn't fight back. You forgot that the world is much bigger than your arrogance."

"You think you're better than me?!" Melissa spat, her voice trembling. "You used your fortune to crush me!"

"I didn't spend a single dollar to defeat you today, Melissa," Vincent replied quietly. "Emily defeated you with truth, an engineering report, and fifty teachers who cared enough to show up. I just held the door open for her."

Melissa stared at him, unable to find a single word to respond. She pulled her coat around her shoulders and rushed down the marble staircase, fleeing into the rainy street outside.

Emily stepped out into the corridor, holding the signed historic landmark covenant against her chest. Her eyes were shining with tears of pure, overwhelming joy.

Vincent turned to face her.

Without saying a word, Emily took three quick steps forward, threw her arms around his neck, and buried her face into the shoulder of his black coat.

Vincent caught her, his long arms wrapping tightly around her waist, lifting her slightly off her feet, holding her against his heart as if he were never going to let her go.

"We did it, Vincent," Emily sobbed happily into his neck. "We saved my father's shop."

"You saved it, Emily," Vincent whispered into her soft hair, his heart pounding hard against his ribs. "You saved it."
